Fix bug in select constant propagation

This fixes a bug where select with a constant condition (e.g. i32.const 0) propagates either lhs or rhs forward without encoding a select instruction while not protecting an eventually propagated register from the dynamic or preservation space from overwrites.

A new translation, regression unit test was added.
