For each deliverable, need an implementation plan for CR transition. Following might be useful inputs:

Testing plan can be included as a section of the Implementation Report. For each deliverable, should define:

what is a "feature"
functional tests
coverage
roles (producer/consumer etc)
security testing (fuzz testing, etc)
