As @r12a mentioned in #200 (comment) , we need more link anchors (e.g., for the punctuation marks).

We added ids to all list items and notes in jlreq some time ago, so that it is easy to refer to parts of the document. (See w3c/jlreq#7).

Should we do the same for clreq? (Fuqiao or i could probably do it.)

I'm assuming we've been adding links anyway to headings and to figures. If that's not the case, we should add were needed also.
