404.html page does not exist

Steps to reproduce

• Make changes to the doc.
• vuepress build docs
• check the dist directory

What is expected?

Previous builds include a 404.html file in the root directory. However, recent builds no longer include this file. Server seems to fallback to standard nginx not found error page (not from vuepress).

What is actually happening?

I'm thinking this issue might have been caused by the recent upgrade to 1.4.0.
