Network First Strategy for Service Worker

Use Network First Strategy for Service Workers. Or make it default.

It is annoying to see if there is a new version on every visit ( daily cache probably ). It is on every docs site. I see it 5 times a day which i do visit 5-10 vue/plugin docs site a day. It is like a ad banner 5 times a day since vuepress released.
