vue.config.js not loaded

Hi everybody, I'm trying to configure vueify with a `vue.config.js` file in my project root (same level as the makefile and `package.json` using the vueify browserify boilerplate.

I'm pretty sure the file isn't getting loaded, and the loadConfig function isn't getting called. The file is definitely getting ignored, as invalid javascript is working just fine.
