fix(ci): pin pnpm to 11.7.0 to match action-setup bootstrap

action-setup@v6.0.9 bootstraps pnpm 11.7.0 then self-switches to the
packageManager version; that switch crashes with 'Cannot use in operator
to search for integrity in undefined'. Matching packageManager to 11.7.0
avoids the switch entirely.
