Completed the auto-resolution of fuzz issues

We want an end-to-end fuzzer -1> issue -2> PR -3> issue-close

Currently we have 1 report-fuzz-crash.yml and a partial implementation of 2 fuzzer-fix-automation.yml.

We need to add (3) try to close all issues on a scheduled cadence.

(1) and (2) also just use claude code these can be massively improved.

I would also like claude to figure out regression tests that we can much more easily copy and paste into the codebase (versus the entire process of downloading from GH and setting up the fuzzer locally).
