Kickstart UI should allow extensibility through UI plugins

The Kickstart UI is currently built as a monolithic Angular web application. Without disrupting the existing UI functionality, we should extend the base UI application to function as a pluggable model. This would allow additional features and workflows to be added to the UI for or by the community, without tampering with existing UI workflows.

Nice to have: UI platform would be framework agnostic to support Angular + React MFEs
