Bug description

tanzu context create and tanzu context use or tanzu login should only install plugins from that specific context that is getting activated.

Currently, Tanzu CLI invokes Sync API internally which installs all available plugin from all active contexts.

tanzu context create and tanzu context use or tanzu login should only install plugins from that specific context that is getting activated.
