Describe the feature request

We need to add the TKR and TKG BOM struct definitions to this repository. This is essential in allowing others (such as TCE) to produce TKR and TKG BOMs.

Note the existing Tanzu Kubernetes Release exists in this repository but is not the definition/schema of the BOM.

Unclear to me if area/repo maintenance is appropriate for the TKG BOM aspect of this, but the area/tkr feels solid.
