[Bug] Maplibre and deck.gl go out-of-sync when resizing the map container

Description

With a mapbox interleaved overlay, when resizing the map container, the deck.gl layers go out of sync with the map.

Expected Behavior

The interleaved mapbox overlay shoud stay in sync with the underlying map.

Steps to Reproduce

Resize the width of the window on this notebook https://observablehq.com/d/c05afcbe7d345042 until the container shrinks (see video). Note: it's not reproducible all the time...

Hello !
Exactly the same happens with Google Maps with GoogleMapsOverlay when interleaved is true
Some WebGL errors spammed in the console, even before the resizing
WebGL: INVALID_OPERATION: drawBuffers: COLOR_ATTACHMENTi_EXT or NONE

It's possible to use interleaved as false to bypass the issue as a temporary hotfix tho.

We seem to be hitting this in Lonboard as well: developmentseed/lonboard#994

In our case, the layers stop rendering when you resize the map container until you pan the map again.

I haven't been able to reproduce this reliably, but it seems to also be related to interactions between deck.gl, Maplibre, and the map container.

I get this really weird blurry offset view. But then using the maplibre control to make it fullscreen ended up fixing the rendering (even after clicking it again to leave fullscreen mode)

FWIW I hacked around this issue by forcing a react update when the canvas size changes developmentseed/lonboard#1022

I can confirm (claim by @matthieuvancayzeele) that this happens with GoogleMapsOverlay interleaved.
