Approved Submission drafts not being applied

Describe the bug

We have an issue where an editor submits a draft, and then a publisher approves that draft however the draft doesn't get applied to the entry (even though it's approved).

Steps to reproduce

1. A user with editor workflow privileges makes a new draft, changes content and submits for approval
2. A user with publisher workflow privileges approves the submission and hits Save
3. Visit the entry, the approved draft has not been applied

Expected behaviour:

The approved draft should be applied to the entry.

Additional context

Happens on both production and local. Current workaround is for the publisher to manually edit the entry after approving and finding the draft they just approved, then "Apply Draft" manually.

Quick one - is this for any or all content? Your example uses Matrix and a translated Plain Text field, which might be factored into this. I can see the Background Image asset field has also changed - did that change? What about any content outside the Matrix field?

It appears to be all content, I've attached another screenshot with Craft's native "Title" field changed with the text "[TEST]" added (as well as a few other fields below). The "Header Blocks" field is a matrix field block. Interestingly you can see the orange bar to the left of the Title field in the comparison indicating that it has been changed but not the matrix block. But still, the "[TEST]" text doesn't show in either the Title field or the matrix blocks fields after the submission has been approved.
