Update gcp_stackdriver_* sinks to the new "operations" name

Keep Vector's integrations up-to-date with Google's products and branding for ease of use.

gcp_stackdiver_logs -> gcp_operations_logging
gcp_stackdriver_metrics -> gcp_operations_monitoring

Stackdriver was rebranded into Operations or Operations Suite, and "logging" and "monitoring" are products/API's under that branding.

We should update our docs and sink types to account for this, and maintain backward compatibility with the old names.
