Does Time Machine back up running UTM VMs reliably?

Does Time Machine back up running UTM VMs in a reliable way or do I need to ensure that the VMs are turned off when a backup occurs? I'm not sure if it is possible for Time Machine to back up a VM's data while the data is in some sort of inconsistent state, and then I would be unable to run the VM when I restore from Time Machine. Thanks.
