[New Feature]: Create an Airflow custom operator to trigger an OGC process

This ticket is about getting some familiarity with creating Airflow custom operators - see example:

and then implement an Operator that triggers an OGC process. For starters, the OGC backend can be the very same supported by the SPS deployment (just to prove that it will work).

And yes, potentially a customer can use the OGC API to trigger an OGC process via its API - just as a proof of concept even if it does not make much sense.
