[New feature]: Make the EKS version configurable

Currently the EKS version to be deployed is hard-wired into the SPS terraform-unity-sps-eks module. If we make that a parameter, it could be changed without updating the SPS code, provided it is supported by the underlying cs-infra tag or branch.
