Using the new logic moved from lambda into airflow as a DAG evaluator. Demo the round trip use case of:

deposit .dat /.emd files in S3.
eval and invocation of EDRgen in ariflow
3). EDR produced and populated in bucket
4). Re-triggering of initiators system and airflow upon production of edr file, and
5). eval + kickoff of RDR (vic2png producting browse image).
6). Showing how an Operator can view everything in one place.
