Apply cost tags to SPS AWS resources

All SPS AWS resources deployed to the project account, need to be tagged, at a minimum, with the mandatory tags, as specified in this documentation.

U-CS will be deploying and tagging the EKS cluster at a basic level, but all of the other SPS resources/pods/databases/etc.. need to be tagged by SPS (via the terraform scripts, most likely).

In the future, U-CS will be running periodic checks against deployed AWS resources, to confirm they are compliant with the tagging guidance.
