Here is one more "easy" piece from ECMA 402: Intl.PluralRules.

Since we already have a WIP in icu4x, this could be a way to illustrate how a common API surface could look like. ICU has upluralrules.h.

@zbraniecki, I'll follow up with the API proposal. I wonder what your view is,since it places some constraints on the PluralRules design as well.
