Add tooltip for icons

I think it would be great to make the icon name appear more clear visually in icon picker, especially with more icon sets registered.
Possible via a tooltip component in UI library: umbraco/Umbraco.UI#1082

Furthermore one may pay attention, where to hover icon, if the SVG icon itself contains title:

Perhaps icons can belong to a group or set (a bit similar to property editors grouped), so it possible to switch between icon sets? or an option in icon picker modal to filter icons by prefix: #20632
