some issues with wifimanager arise from bugs in core

Make sure we have workarounds for these, most are fixed but not yet release, as such they still exist and are major issues in 2.3.0 core

callling begin during or after already connected
esp8266/Arduino#2186
Make sure we are arranging for this in autoconenct->wificonnect
SDK 1.5.3 core 2.3.0
workaround was supposedly implemented in 2.3.1, i do not see it though
