adb root on userdebug with ro.debuggable=1 android 10

LADB will only connect if I keep ro.secure = 1 whatever ro.adb.secure is set to. It doesn't work if I change ro.secure to 0 in my default.prop. Does this imply my adbd daemon is blocking the connection for adb root. I can get root in a terminal so guess not very important just interested to know if any other settings are required?
