Parallel test execution disabled locally

f826ca4 completely disabled parallel test execution, even for local builds. The commit message is "Fix CircleCI," which seems to indicate this fixes an issue only observed in CI. If that is the case, could this configuration be rewritten to once again allow parallel test execution locally? Disabling parallel tests significantly slows things down.
