SDK Prometheus exporter

After a bit of fighting with CI, we finally have a snapshot release.

The version:

"org.typelevel" %%% "otel4s-sdk-exporter-prometheus" % "0.11-b3d0983-SNAPSHOT"

tried with curl and got data back. Now, I'll need config our server to scrape these data then I can deploy.
