npm package is NOT 5.3.3 - out of date or simple missing features

Describe the issue

This is getting quite frustrating. I have:

"bootstrap": "5.3.3",

In my package.json, which installs fine. But more and more I am noticing features are missing. The entire grid feature is missing and now it appears that order is missing from flex utiliities.

Im not sure what version of bootstrap this is but it really needs to be current with the docs.

Reduced test cases

1. Install bootstrap 5.3.3 in a new rails project via npm
2. Try to use the grid or order features
