[Bot] DHL/Parcel tracking service notifier

DHL has a great api for parcel tracking https://developer.dhl.com/api-catalog?f[0]=api_catalog_service%3A3 and it would be cool to check the status of your delivery parcel using Matrix :)

Nothing special and probably easy considering it only needs rate limiting and a few commands and maybe a hook to get updates :)
