cannot sideload release .apk's #43

I'm trying to adb install the apk from release section on an Android 8.1 based smart home panel but getting this error:

adb: failed to install beacon-mqtt-0.3-322.apk: Failure [INSTALL_PARSE_FAILED_NO_CERTIFICATES: Package /data/app/vmdl1129507660.tmp/base.apk has no certificates at entry AndroidManifest.xml]

apk download from apkcombo or apkpure work
