Can't download .po files with download permission.

Steps to reproduce:

permission - give "download archive and can make suggest" permission to a user
log in as the user

Results (Expected/Actual):

it's expected the user can see the panel for download/upload and can download.
however, the user can't see the panel.

Environment (i.e. 'pootle --version', DB, OS, Browser):

What I found with this problem is, the user can download and upload only if he has "submit" permission.
But if he has "submit" permission, he also can upload files and can overwrite existing translations even if he doesn't have "overwrite on uploading files" permission.

I want to give only "download files, suggest, and suggest on uploading files" permissions to a user. I don't want to allow him to overwrite existing translation. I remember older version had this feature and worked well.

I made a test account and tested this with it.
