feat: [#28] update Makefile command names for environment consistency

- Update infra-config-local → infra-config-development
- Update .PHONY declaration to match new command name
- Preserve infra-test-local (refers to local testing concept)
- Ensure all user-facing commands reflect development environment naming

This completes the Phase 1 foundation work for multi-provider architecture,
ensuring consistent naming throughout the system.
