If you are looking at a Debian Source Package, some notes of interest -

1. This package contains some parts of KControls (https://github.com/kryslt/KControls)
   A dynamicially linked library does not exist for KControls because
   of the extensive interaction between the KMemo object and the remainder
   of tomboy-ng. Further, the Lazarus/Pascal model is far more comfortable
   working directly with source code that will be statically linked.

2. This Debian Source package can be readily built from the github content at
   https://github.com/tomboy-notes/tomboy-ng using the included script,
   prepare.ppa or prepare.debian. The process is to documented in the MarkDown
   file, prepare.md. As series of command, suitable for copy and past are
   provided.

3. The control file for each build is critical, particularly the debhelper
   version.  U18.04 requires debhelper 11 when building (it matters nothing
   at run time!) and U20.04 requires 12.  Debian Bullseye must have 13
   So, we end up with four control files, 'control' that suits GTK on U18.04
   control.qt5 that works with U20.04 (we do not make Qt5 for 18.04, its 
   libqt5pas1 is too old) and set debhelper=12.
   Then, for debian, we have control.DEBIAN and control.Qt5.debian that both
   demand debhelper 13
