Another option is to break down the OS versions into separate "arch" repos like we did with rm1/rm2. This would probably add a bunch of extra complexity to the build process, and increase the size of the repo, or at least require a lot of hard links. It also adds complexity to the install/upgrade flow since we have to then maintain the opkg.conf file.
