Disable Adding Text but allow media upload actions.

I have a use case in which i need to allow user to be able to use toolbar options like media upload and some formatting but not being able to explicitly type any text. For achieving this i can have two walkarounds:

1. Disable text typing somehow
2. Disable editor itself but somehow enable the media upload toolbar options and some formatting options that we need.

Can someone help me if there is any way to achieve the above desired behaviour.
