核心webpack采用最新的版本(webpack4)
周边插件全部替换升级兼容版本
优化构建的合理性、性能、以及常规化的配置
配置文件不再像uba@4版本那样完全封装，添加babelrc可配置文件，可以开启自定义、默认配置执行
