Add option to select a different TPU zone in create_run_config

When initializing TPU training with create_run_config, it is currently not possible to select a TPU zone different from the zone of the GCP virtual machine, assumed by TPUClusterResolver.

This pull request only adds one parameter in order to select a different TPU zone.
