Decide what to do with the archived version of the standard #3

The archived version is what was published on the TDWG website and migrated to this repo. It only contains a README and two Word files, no xml files. It is currently stored in the archive branch, but should ideally be archived as a release.

Should it be a release if the standards process for it was never completed?
