Changer les power level des users générent des notifications sur Tchap Web

          On Tchap Web, the script happens to notify users of the room power level change which is surprising.

This does not happen on Tchap Android, nor Tchap iOs

A user on Tchap Web is notified in almost each DM and all notified DM are considered with having recent activity

For instance in a DM :

If DM are ordered by recent activity, old DM will appeared at the top

• A. hide such events (power level changes) in Tchap Web
• B. notify Web Users via a user notice
