Enhance finally block to support "skip"

Hi there, could we consider implementing an option that allows "skip" to stages within the finally block?
This would enable us to achieve something similar to the following:

 finally:
  - name: teardown
    skip: "{skip_stage}"

The finally block was meant for something which will always run , currently I don't think that will ever change because it was meant to mimic the finally in python.
