Override config file location

In order to override the location of the config file, an option to specify the location would be useful.

E.g. tickrs --config=./.tickrs.yaml

Why override the location? Users may want to keep the location consistent across operating system, save it to a dotfiles repository, or have multiple configurations that are context dependent, among other reasons.
