new problem on jumpMinute

hello mr talkhabi dear,
a problem occured in mouse wheel( in set jumpMinute prop) in new version of component.
The time changes irregularly as we wheel mouse!
this occured even in [demo](https://talkhabi.github.io/vue-persian-datetime-picker/guide/time-picker.html)
