implement coordinated omission mitigation for task metrics

Coordinated omission mitigation currently is only implemented for requests, but the same logic should be applied to tasks, and the displayed metrics should be enhanced accordingly. (In order to measure these changes, this likely will require adding a --tasks-file similar to the --requests-file.
