avoid unhealthy conditions when cluster starts.

Closes #1674

Works fine:

There are some unhealthy conditions when cilium/cni are not ready, but that is ok. But then there are no unhealthy conditions in the wl-cluster anymore. Conditions in the mgt-cluster are ok, because some machines are still starting.
