Plugin-root documentation is not ambient Claude context. The consented npm
setup manages ~/.claude/MEMTRACE.md. Native Rail owns discovery enforcement:
use memtrace rail enable nudge|rail|strict or memtrace rail disable. This
plugin deliberately ships no second shell hook.
