[2.6] dump_destination for DebugBundle

This introduced the new dump_destination option. Additionally, you could use this to enable the DebugBundle in all environments if you wanted (it's only in dev/test by default), then direct the output to nowhere in the prod environment (see symfony/symfony-standard#710)
