Should disallow start workflow for Virtual Pages without a Linked Page #291

Steps to reproduce

  1. Create a new Virtual Page, don't set a Linked Page, set an Embargo date, click the button to start workflow
  2. CMS appears to be in the Paused workflow state
  3. Approve the workflow, CMS appears to be in the Completed state
  4. A publish queued job is created

Expected behaviour

I should not be able to start a workflow without assigning a Linked Page
