Rename and/or move `BuildParameters.Testing.Library`

Once #7766 lands, BuildParameters.Testing.Library will be a misnomer because it won't have anything to do with build settings anymore. So we should move it to somewhere like TestingSupport.swift depending on where's accessible to all the right pieces.
