sapper dev --port XXXX breaks if PORT environment variable is set to something else

when using sapper dev with the --port option if you also have an environment variable PORT that happens to be different to the port you want to use with --port you get:

> Server is not listening on port XXX

pretty sure I have latest release.

You could write this in package.json: PORT=8080 sapper dev
