Add Debug Level to NotificationLevel

I'm proposing to enhance the NotificationLevel enum by introducing a DEBUG,QUITE level to enable more granular notifications and better support for verbose logging and debugging workflows.

This is in reference to issue

For 404 error which are quite often for some repository, can be put at debug level
