Payout & beneficiaries on comments

Would be good to implement the Advanced Settings panel on comment creation too.

I'm not sure this would be a net benefit -- do users need this granularity? I believe we already have the option to set default payout for all comments via Settings tab.

@roadscape I find the beneficiary settings on comment helpful for the case where you want to upvote an old post. By commenting and setting the beneficiary to the author you can support their work.
