Change votes in a single operation

SMTs are changing the way voting mana is charged when changing a vote. The result of this change is that condenser may over charge voting mana because it removes a vote and recasts the vote.

When a vote is removed in Condenser, a dialog box should prompt the user if they want to change or remove their vote. If they wish to change their vote, then the change should go through as a single operation rather than two.
